From my knowledge the important factor to consider is what we call the PPV. According to the paper below (as per the link). As a critical parameter to measure the blasting intensity, the peak particle velocity (PPV) of vibration induced by blasting, should be accurately predicted, and can provide a useful guideline for the design of blasting parameters and the evaluation of the damage. And there are ranges that are set by regulations that should not be exceeded to prevent any damage to the people and environment.
The other factor to consider is fly rocks. As this can cause damage to equipment and even to people, hence it is important to ensure that there are no equipment or people near the blast. And lastly, experience also comes into play after conducting several blasts and exposure to the blast. Blasting near a town may require a different design parameter compared to blasting further away from a town.
