Let’s talk about Catoca diamond mine in Angola.

The Catoca diamond mine in Angola represents a central pillar of the nation’s mineral wealth and post-oil economic diversification strategy. Located near Saurimo in Lunda Sul Province, this massive kimberlite deposit has driven national diamond production while positioning Angola as a major player in global gemstone markets. President João Lourenço inaugurated the nearby $77 million Saurimo Diamond Development Hub to build processing capacity and attract foreign investment following decades of state-dominated management. However, Catoca also highlights significant operational, environmental, and geopolitical hurdles that test the maturity of Angola’s mining framework.

Catoca rests on a kimberlite pipe spanning 64 hectares, making it the world’s fourth-largest diamond-rich rock formation by surface area. Open-pit operations yield approximately 10 million carats annually, with 35% categorized as gem quality; substantially above the 20% global average, and an average value of $75 to $100 per carat. Historically, the mine has generated nearly 75% of Angola’s total diamond output. With proven reserves estimated at 130 million carats and a lifespan exceeding 30 years, current excavation exceeds 200 metres depth with plans to reach 600 metres alongside the adjacent, newly opened Luele deposit.

Foreign partnership structures at Catoca recently underwent major adjustments following international geopolitical events. Sociedade Mineira de Catoca formed in 1994 as a joint venture between Angolan state company Endiama and Russian mining titan Alrosa. International sanctions against Russia following the conflict in Ukraine created severe friction, leading Angolan officials to deem Alrosa a toxic partner and request its departure to protect market credibility. Alrosa divested its 41% share for approximately $200 million, allowing Endiama to increase its controlling stake to 59% while Oman’s Taadeen Holdings acquired the remaining 41%.

Severe operational and environmental challenges complicate Catoca’s long-term outlook. A catastrophic tailings dam rupture in July 2021 released toxic mining waste containing iron, nickel, and uranium into the Lova, Tshikapa, and Kasai rivers, turning waterways red for hundreds of kilometres. The spill killed 12 people, sickened over 4,400 individuals, and impacted nearly one million residents in Angola and the Democratic Republic of Congo who rely on the rivers for 80% of their water. Additionally, extraction expenses remain high at $38 to $44 per ton of ore due to poor regional road networks, fuel supply irregularities, and bureaucratic bottlenecks.

Catoca serves as both an indispensable economic engine for Angola and a case study in resource management under global political pressure. Strategic ownership adjustments successfully shielded the asset from Western sanctions and maintained access to international buyers. Long-term commercial success will require strict tailings dam management, transparent environmental governance, and substantial infrastructure improvements to lower production expenses.
